FMCSA Motus guide · 2026 · Reviewed October 2026
Motus not working? Identify the filing before looking for another route.
FMCSA’s modernized Motus registration system became available for registration and filing actions in 2026. A login problem, missing company access and an unavailable filing function are different issues—and not every filing has the same submission rules.
Prepared by Anthony Sweder, Drengr Business Operations Division. Independent guidance—not an agency submission, legal opinion or guarantee of approval.
Important distinction
Do not assume an email address, fax number or old Licensing and Insurance screen can replace a Motus filing. For current Motus transactions, check the official FMCSA instructions. For a New Entrant CAP, separately check the notice and FMCSA’s published CAP submission contacts.
Checklist item 1
1. Identify the actual blockage
Write down the date and time, the action you tried, any error text, and whether you are acting as the carrier, broker, freight forwarder or authorized supporting company.
- Login or identity verification: confirm you are on an official FMCSA or Login.gov sign-in page, and use their account recovery steps.
- Company missing from your profile: check whether your business record or USDOT number has been claimed and whether your role is authorized.
- Filing unavailable or rejected: identify the transaction type and review FMCSA’s current job aids for that action.
- System outage or interrupted upload: save a non-sensitive screenshot or exact error message and retain your local documents.
Checklist item 2
2. Match the problem to the proper party
Some filings are carried out by authorized supporting companies. Insurance and BOC-3 records should not be changed through a carrier impersonating an insurer or process agent.
- For carrier registration updates or authority matters, use the proper registrant role in Motus.
- For financial-responsibility forms, ask the insurer or authorized filer to confirm the filing and its status.
- For BOC-3, contact the legitimate process-agent filer; rules for brokers without commercial motor vehicles may differ.
- Never send passwords, one-time security codes or identity-verification secrets to a third-party document preparer.
Checklist item 3
3. Find the official help path
FMCSA’s Motus resource page and registration video library cover first sign-in, claiming USDOT records, user authorization and filing tasks. FMCSA also lists its contact center for questions that the online help does not resolve.
- Read the relevant Motus job aid or tutorial for the transaction, not a generic video about a different form.
- If an outage persists, contact FMCSA with the transaction type, USDOT number where appropriate, and exact error—not your password.
- Ask FMCSA to confirm any alternative submission route for that specific matter; do not presume one is accepted.
- Retain case/ticket numbers and confirmation if FMCSA directs you to another method.
Checklist item 4
4. What if the urgent document is a New Entrant CAP?
A corrective action plan for a failed New Entrant safety audit is not identical to an insurance or authority filing. FMCSA publishes service-center CAP contact information, while the carrier-specific notice can contain controlling submission instructions and deadlines.
- Check the CAP deadline stated in the notice immediately.
- Review the official FMCSA CAP submission page and ask the agency if instructions conflict.
- Prepare the CAP and supporting evidence while the channel issue is being resolved.
- Do not claim the CAP was submitted or accepted unless you have actual proof of receipt.
